Ziyarette kamuda s\u00f6zle\u015fmeli personel stat\u00fcs\u00fc, personelin tepkileri ve beklentileri ele al\u0131nd\u0131.<\/p>\n<p>AK Parti Grup Ba\u015fkanvekili Mehmet Mu\u015f, Memur-Sen\u2019i ziyaret etti. Ziyarette g\u00fcndem ba\u015fl\u0131\u011f\u0131 ise s\u00f6zle\u015fmeli personelin sorunlar\u0131 ve kadro talebi oldu. Memur-Sen Genel Ba\u015fkan\u0131 Ali Yal\u00e7\u0131n, s\u00f6zle\u015fmeli personel stat\u00fcs\u00fc, personelin tepkileri ve beklentileri, Memur-Sen taraf\u0131ndan konuyla ilgili bug\u00fcne kadar yap\u0131lan \u00e7al\u0131\u015fmalar, s\u00f6zle\u015fmeli personelin kadroya ge\u00e7irilmesine dair S\u00f6zle\u015fmelili\u011fe Son \u015euras\u0131 ve rapor ba\u015fl\u0131klar\u0131na de\u011findi. Yal\u00e7\u0131n, kamuda istihdam \u015feklinin \u201ckadrolu\u201d olmas\u0131 gerekti\u011fini, farkl\u0131l\u0131klar\u0131n giderilmesi, beklentilerin kar\u015f\u0131lanmas\u0131, hem mevzuat\u0131n sadele\u015ftirilmesi hem hak e\u015fitlenmesi boyutuyla yap\u0131lmas\u0131 gerekenin a\u00e7\u0131k oldu\u011funu belirterek, \u201cT\u00fcrkiye\u2019nin kamuda s\u00f6zle\u015fmelili\u011fi bitirecek, kamuda tek istihdam \u015feklinin \u2018kadrolu\u2019 olacak \u015fekilde dizayn edilmesini sa\u011flayacak g\u00fcce ve vizyona sahip oldu\u011funu biliyoruz\u201d dedi.<\/p>\n<p>S\u00f6zle\u015fmeli personelin \u00e7ok az say\u0131da istihdam edilmesi gerekti\u011fini kaydeden Yal\u00e7\u0131n, \u201cKamu g\u00f6revlileri a\u00e7\u0131s\u0131ndan bu farkl\u0131l\u0131klar\u0131n \u00fcretti\u011fi verimlilik kayb\u0131, i\u015f bar\u0131\u015f\u0131n\u0131n bozulma riskinin ortadan kald\u0131r\u0131lmas\u0131 i\u00e7in t\u0131pk\u0131 2011 ve 2013 y\u0131llar\u0131nda yap\u0131ld\u0131\u011f\u0131 gibi bir kez daha s\u00f6zle\u015fmeli personelin kadroya ge\u00e7i\u015f imk\u00e2n\u0131 d\u00fczenlenmesi gerekiyor\u201d ifadelerini kulland\u0131.<\/p>\n<p>Yal\u00e7\u0131n, iki y\u0131l \u00f6nce \u2018Kamuda S\u00f6zle\u015fmelili\u011fe Son \u015euras\u0131\u2019n\u0131 ger\u00e7ekle\u015ftirdiklerini ve kamuda s\u00f6zle\u015fmeli personel istihdam\u0131n\u0131n foto\u011fraf\u0131n\u0131 \u00e7ektiklerinin alt\u0131n\u0131 \u00e7izerek, \u201cToplant\u0131dan elde etti\u011fimiz raporu ise t\u00fcm makamlarla payla\u015fm\u0131\u015f ve s\u00f6zle\u015fmeli istihdam\u0131n her ge\u00e7en g\u00fcn \u00e7e\u015fitlenerek devam etmesinin getirdi\u011fi s\u0131k\u0131nt\u0131lar\u0131 dile getirmi\u015ftik. Raporun d\u00fczenlendi\u011fi tarihten bu g\u00fcne s\u00f6zle\u015fmeli istihdama devam edilmesi ve s\u00f6zle\u015fmeli say\u0131s\u0131n\u0131n her ge\u00e7en g\u00fcn daha da artmas\u0131 sorun yuma\u011f\u0131n\u0131 b\u00fcy\u00fct\u00fcyor. Ayn\u0131 kurumda, ayn\u0131 unvanda, ayn\u0131 odada \u00e7al\u0131\u015fan personel \u00fc\u00e7e ayr\u0131l\u0131yor ve aralar\u0131nda \u00f6zl\u00fck olarak da farklar bulunuyor. Kadrolu, s\u00fcresiz s\u00f6zle\u015fmeli ve s\u00fcreli s\u00f6zle\u015fmeli diye ayn\u0131 i\u015fi yapan ama ayr\u0131 ayr\u0131 istihdam edilen kamu personelinin ya\u015fad\u0131\u011f\u0131 duyguyu tahmin etmek zor de\u011fil. Kamuda s\u00f6zle\u015fmeli istihdam bi\u00e7imi 40\u2019\u0131 a\u015ft\u0131 ve kadrolu-s\u00f6zle\u015fmeli istihdama \u00f6zl\u00fck a\u00e7\u0131s\u0131ndan bak\u0131ld\u0131\u011f\u0131nda fark 20\u2019yi a\u015ft\u0131. Bu s\u00fcrd\u00fcr\u00fclebilir bir istihdam politikas\u0131 de\u011fildir. Memnuniyetsiz kamu personeli olu\u015fturman\u0131n ne \u00fclkeye ne de \u00e7al\u0131\u015fana bir faydas\u0131 yok\u201d de\u011ferlendirmesinde bulundu.<\/p>\n<p>Yerel y\u00f6netimlerde 31 Mart 2019\u2019un ard\u0131ndan ba\u015flayan muhatap de\u011fi\u015fikli\u011fiyle emek\u00e7inin ekme\u011fiyle oynand\u0131\u011f\u0131n\u0131 s\u00f6yleyen  Yal\u00e7\u0131n, \u201cBir\u00e7ok belediyede ne yaz\u0131k ki emek\u00e7inin kaderi belediye ba\u015fkan\u0131n\u0131n iki duda\u011f\u0131n\u0131n aras\u0131na hapsedildi. 5939\u2019e tabi olarak yerel y\u00f6netimlerde \u00e7al\u0131\u015fan s\u00f6zle\u015fmeli personel her y\u0131l i\u015f korkusu ya\u015f\u0131yor. Bu art\u0131k \u00f6nlenmeli, kadro bir an \u00f6nce verilmeli. Art\u0131k emek\u00e7i k\u0131y\u0131m\u0131 son bulmal\u0131\u201d diye konu\u015ftu.<\/p>\n<p>G\u00f6r\u00fc\u015fmede Memur-Sen Genel Ba\u015fkan Yard\u0131mc\u0131s\u0131 Hac\u0131 Bayram Tonbul taraf\u0131ndan da \u201cS\u00f6zle\u015fmeli Personelin Sorunlar\u0131 ve Kadro Talebi\u201d ba\u015fl\u0131kl\u0131 sunum ger\u00e7ekle\u015ftirildi. Sunumda mevcut s\u00f6zle\u015fmeli personelin sorunlar\u0131, hizmet kollar\u0131 itibar\u0131yla  s\u00f6zle\u015fmeli say\u0131lar\u0131, kadrolu-s\u00f6zle\u015fmeli, s\u00fcreli s\u00f6zle\u015fmeli ve s\u00fcresiz s\u00f6zle\u015fmeli farkl\u0131l\u0131klar\u0131n\u0131 dile getiren Tonbul, toplamda 39 farkl\u0131 stat\u00fcde s\u00f6zle\u015fmeli istihdam\u0131na dair veri bulundu\u011funu, s\u00f6zle\u015fmeliler aras\u0131nda 20\u2019ye yak\u0131n \u00f6zl\u00fck fark\u0131n\u0131n oldu\u011funu, kamuda s\u00f6zle\u015fmelili\u011fin art\u0131k son bulmas\u0131 gerekti\u011fini vurgulad\u0131. S\u00f6zle\u015fmeli istihdamda 20 ba\u015fl\u0131k alt\u0131nda i\u015f g\u00fcvencesi, g\u00f6revde y\u00fckselme, unvan de\u011fi\u015fikli\u011fi, kademe derece ilerlemesi, kurumlar aras\u0131 yer de\u011fi\u015fikli\u011fi ba\u015fta olmak \u00fczere bir\u00e7ok konuda farkl\u0131l\u0131klar, e\u015fitsizlikler ve adaletsizliklerin oldu\u011funu ifade eden Tonbul, \u201c39 ba\u015fl\u0131kta s\u00f6zle\u015fmeli personelin istihdam\u0131na ili\u015fkin yasal dayanaklar var. Bu \u00e7er\u00e7evede \u2019kariyer\u2019 ve \u2019liyakat\u2019 esasl\u0131 olacak \u015fekilde kamuda s\u00f6zle\u015fmeli personel istihdam\u0131n\u0131n son bulmas\u0131 gerekiyor ve s\u00f6zle\u015fmeli personelin kadroya ge\u00e7irilmesi gerekiyor\u201d diye konu\u015ftu.<\/p>\n<p>Toplant\u0131 boyunca Memur-Sen Genel Ba\u015fkan\u0131 Ali Yal\u00e7\u0131n ve Y\u00f6netim Kurulu \u00fcyelerinin dikkat \u00e7ekti\u011fi hususlar\u0131 not alan AK Parti Grup Ba\u015fkanvekili Mehmet Mu\u015f, s\u00f6zle\u015fmelilik konusunun \u00e7\u00f6z\u00fclmesi i\u00e7in bir\u00e7ok muhatab\u0131n oldu\u011funu belirtti. Memur-Sen\u2019in yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar\u0131 ve \u00f6ne \u00e7\u0131kard\u0131\u011f\u0131 ba\u015fl\u0131klar\u0131 \u00f6nemsediklerini ifade eden Mu\u015f, \u201cBu itibarla sizlere te\u015fekk\u00fcr etmek istiyorum.
