Hanefi  Bostan yapt\u0131\u011f\u0131 yaz\u0131l\u0131 a\u00e7\u0131klamada, \u201c2015-2016 E\u011fitim-\u00d6\u011fretim Y\u0131l\u0131n\u0131n ilk yar\u0131y\u0131l\u0131 sorunlar y\u0131\u011f\u0131n\u0131 ile sona eriyor. Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019n\u0131n ve Y\u00d6K\u2019\u00fcn e\u011fitimin sorunlar\u0131 \u00e7\u00f6zmek i\u00e7in daha \u00e7ok \u00e7aba sarf etmesi, okullar\u0131 ve \u00fcniversiteleri kaderleriyle ba\u015f ba\u015fa b\u0131rakmak yerine, okullar\u0131n ve \u00fcniversitelerin acil bekleyen sorunlar\u0131na e\u011filmesi, e\u011fitimin ve e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n \u00f6nceliklerini iyi belirlemesi ve bu minvalde icraat yapmas\u0131 hepimizin en b\u00fcy\u00fck beklentisidir\u201d dedi.<\/p>\n<p>\u201c2016 YILINDA 100 B\u0130N \u00d6\u011eRETMEN ATAMASI YAPILMALIDIR\u201d<\/p>\n<p>2016 y\u0131l\u0131nda 100 bin \u00f6\u011fretmen atamas\u0131 yap\u0131lmas\u0131 gerekti\u011fini \u00f6ne s\u00fcren Bostan, \u201c\u00d6\u011fretmen a\u00e7\u0131\u011f\u0131 her d\u00f6nemde en \u00f6nemli sorunlar\u0131n ba\u015f\u0131nda gelmektedir. Bilindi\u011fi gibi sendikam\u0131z\u0131n \u00f6ncelikli talepleri aras\u0131nda 2015 y\u0131l\u0131n\u0131n sonuna kadar 100 bin \u00f6\u011fretmen atamas\u0131 yap\u0131lmas\u0131 yer al\u0131yordu. Bununla ilgili kamuoyu olu\u015fturmam\u0131za ra\u011fmen, ne yaz\u0131k ki bakanl\u0131k, 2015 y\u0131l\u0131n\u0131n \u015eubat ay\u0131nda 15 bin, Eyl\u00fcl ay\u0131nda 37 bin \u00f6\u011fretmen atamas\u0131 yapt\u0131. Bilindi\u011fi gibi Eyl\u00fcl ay\u0131nda 37 bin de\u011fil, 47 bin atama yap\u0131lacakt\u0131. MEB\u2019in 2016 y\u0131l\u0131n\u0131n \u015eubat ay\u0131nda yapaca\u011f\u0131 toplam atama say\u0131s\u0131 ise 30 bin olacak. Bas\u0131na yans\u0131yan haberlere g\u00f6re, 2016 y\u0131l\u0131nda toplam 50 bin atama yap\u0131laca\u011f\u0131 ifade ediliyor. \u015eubat ay\u0131nda yap\u0131lacak 30 bin atama, A\u011fustos 2016 d\u00f6nemindeki atamalar\u0131n\u0131n i\u00e7erisinden kayd\u0131r\u0131larak yap\u0131lacakt\u0131r. Dolay\u0131s\u0131yla bu durumda A\u011fustos ay\u0131nda 20 bin civar\u0131nda atama yap\u0131lmas\u0131 s\u00f6z konusu olacakt\u0131r. G\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere bu rakamlar taleplerimizin \u00e7ok \u00e7ok uza\u011f\u0131ndad\u0131r. \u015eu anda 417 bin gencimiz atanmak i\u00e7in beklemektedir. Bakan Avc\u0131 \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n\u0131n 95 bin 624 oldu\u011funu ifade etmekle beraber ancak Milli E\u011fitim Bakanl\u0131\u011f\u0131, 11 Kas\u0131m 2015 tarihinde norm g\u00fcncellemelerinin tamamlanmas\u0131n\u0131n ard\u0131ndan iller baz\u0131nda \u00f6\u011fretmen ihtiyac\u0131n\u0131n toplam 91 bin 142 oldu\u011funu,\u00a0\u00a0ihtiya\u00e7 duyulan\u00a030 bin 765 idareciyle birlikte norm kadro a\u00e7\u0131\u011f\u0131n\u0131n 121 bin 907 \u00f6\u011fretmenden olu\u015ftu\u011fu anla\u015f\u0131l\u0131yor. Y\u0131lba\u015f\u0131ndan itibaren 15-20 bin \u00f6\u011fretmenin emekliye ayr\u0131ld\u0131\u011f\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda\u00a0\u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n 140 bine \u00e7\u0131kt\u0131\u011f\u0131\u00a0ku\u015fkusuzdur\u201d diye konu\u015ftu.<\/p>\n<p>Hanefi Bostan s\u00f6zlerini \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p>\u201cMEB\u2019in norm kadro g\u00fcncellemesine g\u00f6re,\u00a0\u0130stanbul\u2019da 20 bin 994 \u00f6\u011fretmen ve bin 890 idareci olmak \u00fczere \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n\u0131n yakla\u015f\u0131k 23 bin ki\u015fi oldu\u011fu, bunlara y\u0131lba\u015f\u0131nda\u00a0emekli olan en az 3 bin \u00f6\u011fretmeni\u00a0de ilave etti\u011fimizde \u00f6\u011fretmen\u00a0a\u00e7\u0131\u011f\u0131n 26 binden \u00e7ok oldu\u011fu ortaya \u00e7\u0131kmaktad\u0131r.\u00a0H\u00fck\u00fcmetin 2016 y\u0131l\u0131 \u015eubat\u0131nda sadece 30 bin \u00f6\u011fretmen almay\u0131 planlamas\u0131 ger\u00e7ek\u00e7i bir yakla\u015f\u0131m de\u011fildir. \u015eubatta atamas\u0131 planlanan 30 bin \u00f6\u011fretmenin ancak \u0130stanbul ilinin ihtiyac\u0131n\u0131 kar\u015f\u0131layacak d\u00fczeydedir. Dolay\u0131s\u0131yla \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n\u0131n 30 bin, 40 bin, 50 bin atama yap\u0131larak kapat\u0131lamayaca\u011f\u0131 iki kere ikinin d\u00f6rt etti\u011fi kadar a\u00e7\u0131kt\u0131r. Ayr\u0131ca sendikam\u0131z\u0131n yapt\u0131\u011f\u0131 ara\u015ft\u0131rmaya g\u00f6re ge\u00e7ti\u011fimiz e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda \u00fclkemizde 80 bin civar\u0131nda \u00fccretli \u00f6\u011fretmen g\u00f6rev yapmaktad\u0131r. T\u00fcrkiye\u2019nin \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131 sorunu olmasa, Bakanl\u0131k bu kadar \u00e7ok say\u0131da \u00fccretli \u00f6\u011fretmen g\u00f6revlendirir mi?\u201d<\/p>\n<p>\u201c\u00d6\u011eRETMEN YETERS\u0130ZL\u0130\u011e\u0130 NEDEN\u0130YLE BAZI DERSLER BO\u015e GE\u00c7\u0130YOR\u201d<\/p>\n<p>\u201cBu \u00fclkede 60-70 ki\u015filik s\u0131n\u0131flar vard\u0131r\u201d diyen Bostan, \u201cBu \u00fclkede \u00f6\u011fretmen yetersizli\u011fi nedeniyle baz\u0131 derslerin bo\u015f ge\u00e7ti\u011fi ya da yerine ba\u015fka dersler i\u015flenen s\u0131n\u0131flar vard\u0131r. Bu \u00fclkede baz\u0131 okullarda birle\u015ftirilmi\u015f s\u0131n\u0131f uygulamas\u0131 vard\u0131r. Bu \u00fclkede istedi\u011fi se\u00e7meli dersi \u00f6\u011fretmen olmad\u0131\u011f\u0131 i\u00e7in se\u00e7emeyen \u00f6\u011frenciler vard\u0131r. Her \u015feye kaynak olu\u015fturan, T\u00fcrk ekonomisinin b\u00fcy\u00fckl\u00fc\u011f\u00fcyle \u00f6v\u00fcnen siyasilerin s\u0131ra \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131na gelince bu ger\u00e7ekleri g\u00f6rmezden gelmesi ne kadar da ironiktir. 100 bin \u00f6\u011fretmen atamas\u0131 talebimizden 2016 y\u0131l\u0131nda da vazge\u00e7miyoruz. 2016 y\u0131l\u0131nda toplam 100 bin \u00f6\u011fretmen atamas\u0131 mutlaka yap\u0131lmal\u0131d\u0131r\u201d ifadesini kulland\u0131.<\/p>\n<p>\u201c\u00d6\u011eRET\u0130M \u00dcYELER\u0130N\u0130N KADRO SORUNU VE \u0130DAR\u0130 PERSONEL\u0130N G\u00d6REVDE Y\u00dcKSELME, EK G\u00d6STERGE VE TAY\u0130N SORUNLARI \u00c7\u00d6Z\u00dcLMEL\u0130D\u0130R\u201d<\/p>\n<p>Hanefi Bostan, \u201c\u00dcniversitelerimizde kadro olmad\u0131\u011f\u0131, ya da Y\u00d6K\u2019\u00fcn kadro izni vermedi\u011fi gerek\u00e7esiyle hak ettikleri halde binlerce akademisyen yard\u0131mc\u0131 do\u00e7ent, do\u00e7ent ve profes\u00f6rl\u00fck kadrolar\u0131na atanamamaktad\u0131r. 4-5 y\u0131ldan beri kadro bekleyen \u00e7ok say\u0131da akademisyen bulunmaktad\u0131r. \u00d6\u011fretim elemanlar\u0131 hak ettikleri kadroya atanmad\u0131klar\u0131 i\u00e7in b\u00fcy\u00fck \u00e7apta maddi kaypa u\u011frat\u0131lmaktad\u0131r. Ancak di\u011fer taraftan rekt\u00f6rlerin e\u015f-dost ve ahbaplar\u0131n\u0131n, zaman\u0131 gelmeden kadrolar\u0131 haz\u0131rlanmaktad\u0131r. Bu ve benzeri adaletsizliklere son verilmeli, hak gasplar\u0131 sona erdirilmelidir.\u00a0Y\u00d6K\u2019\u00fcn \u00d6YP Sistemi ile\u00a0ara\u015ft\u0131rma g\u00f6revlisi\u00a0almas\u0131 ve bu ara\u015ft\u0131rma g\u00f6revlilerinin tamam\u0131na yak\u0131n\u0131n\u0131 yeni kurulan \u00fcniversiteler i\u00e7in istihdam etmesi,\u00a0k\u00f6kl\u00fc \u00fcniversitelerin ara\u015ft\u0131rma g\u00f6revlisiz kalmas\u0131na neden olmaktad\u0131r.\u00a0Bir b\u00f6l\u00fcm\u00fcn ve ana bilim dal\u0131n\u0131n sa\u011fl\u0131kl\u0131 geli\u015fmesi ve y\u00fcr\u00fct\u00fclebilmesi i\u00e7in\u00a0en az \u00f6\u011fretim \u00fcyelerinin \u00fc\u00e7te biri oran\u0131nda ara\u015ft\u0131rma g\u00f6revlisi istihdam etmesi gereklidir. \u0130deal rakam ise\u00a0\u00fc\u00e7te ikidir. Ancak bug\u00fcn \u00fcniversitelerimizin bir\u00e7ok b\u00f6l\u00fcm\u00fcnde bir ya da hi\u00e7 ara\u015ft\u0131rma g\u00f6revlisi bulunmamaktad\u0131r. Bu kabul edilebilir bir uygulama de\u011fildir.\u00a0Bu nedenle ana bilim dallar\u0131n\u0131n ve stratejik \u00f6neme sahip b\u00f6l\u00fcmlerin ara\u015ft\u0131rma g\u00f6revlisi ihtiyac\u0131n\u0131n acilen kar\u015f\u0131lanmas\u0131n\u0131 i\u00e7in kadro tahsisi gerekmektedir. \u00dcniversitelerde keyfi olarak idari personelin g\u00f6revde y\u00fckselme ve unvan de\u011fi\u015fikli\u011fi s\u0131nav\u0131 yap\u0131lmad\u0131\u011f\u0131ndan veya s\u0131nav yap\u0131ld\u0131\u011f\u0131 halde bo\u015f kadrolar\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011fu ilan edilmedi\u011finden memurlar b\u00fcy\u00fck hak kay\u0131plar\u0131na maruz kalmaktad\u0131r. Yada hukuk dolanarak hak etmeyenler \u015fube m\u00fcd\u00fcr\u00fc, fak\u00fclte sekreteri ve daire ba\u015fkan\u0131 yap\u0131lmaktad\u0131r. Bu durum \u00fcniversitelerde b\u00fcy\u00fck huzursuzlu\u011fa neden olmaktad\u0131r. \u00dcniversite idari personeline yap\u0131lan bu sayg\u0131s\u0131zl\u0131\u011f\u0131n ve haklar\u0131n\u0131n hak etmeyenlere pe\u015fke\u015f \u00e7ekilmesinin \u00f6n\u00fcne bir an \u00f6nce ge\u00e7ilmelidir. \u00dcniversiteler, hizmetli kadrolar\u0131nda \u00fcniversite mezunlar\u0131n\u0131 \u00e7al\u0131\u015ft\u0131rma ay\u0131b\u0131ndan kurtar\u0131lmal\u0131d\u0131r\u201d dedi.<\/p>\n<p>\u201c\u00dcniversitelerde \u00e7al\u0131\u015fan akademik ve idari personelin \u00f6nemli sorunlar\u0131ndan biri de maa\u015f dengesizli\u011fi ve ek g\u00f6sterge sorunudur\u201d diyen Bostan, \u201cY\u0131llardan beri \u00fcniversite \u00e7al\u0131\u015fanlar\u0131n\u0131n s\u00f6z konusu ma\u011fduriyetleri bir t\u00fcrl\u00fc giderilmemi\u015f ve aksine adaletsizlikler artarak devam etmi\u015ftir. Nitekim akademisyenlere yap\u0131lan maa\u015f art\u0131\u015flar\u0131nda denge yard\u0131mc\u0131 do\u00e7ent, \u00f6\u011fretim g\u00f6revlisi ve okutmanlar\u0131n aleyhine bozulmu\u015ftur. \u00bc\u2019\u00fcnde bulunan 31 y\u0131ll\u0131k bir yard\u0131mc\u0131 do\u00e7ent son zamlarla birlikte 4 bin 186 TL maa\u015f al\u0131rken, 7\/1\u2019deki Ara\u015ft\u0131rma G\u00f6revlisi 4 bin 40 TL almaktad\u0131r. Yine yard\u0131mc\u0131 do\u00e7entler emekli olurken ara\u015ft\u0131rma g\u00f6revlileriyle ayn\u0131 emekli maa\u015f\u0131 ve ikramiye almaktad\u0131r. 1982 y\u0131l\u0131nda bir yard\u0131mc\u0131 do\u00e7ent, profes\u00f6r maa\u015f\u0131n\u0131n y\u00fczde 81.30\u2019u oran\u0131nda bir maa\u015f al\u0131rken bug\u00fcn bu oran\u00a0 y\u00fczde 61\u2019e d\u00fc\u015fm\u00fc\u015ft\u00fcr. Yard\u0131mc\u0131 do\u00e7entlerin maruz kald\u0131\u011f\u0131 haks\u0131zl\u0131k emekli maa\u015flar\u0131nda doru\u011fa t\u0131rmanm\u0131\u015ft\u0131r. Nitekim profes\u00f6rlerin emekli maa\u015f\u0131 4 bin 890 TL iken yard\u0131mc\u0131 do\u00e7entlerin emekli maa\u015f\u0131 2 bin 427 TL\u2019dir (y\u00fczde 49.63). Yani yard\u0131mc\u0131 do\u00e7entlerin emekli maa\u015f\u0131, profes\u00f6rlerin emekli maa\u015f\u0131n\u0131n yar\u0131s\u0131 kadar bile de\u011fildir. Bu maa\u015f dengesizliklerinin kabul edilebilir bir yan\u0131 bulunmamaktad\u0131r\u201d ifadesini kulland\u0131.<\/p>\n<p>Hanefi Bostan s\u00f6zlerini \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p>\u201cAyn\u0131 adaletsiz uygulamalar \u00fcniversite idari personeli aras\u0131nda da ya\u015fanmaktad\u0131r. Emekli olan bir hizmetli bin 585 TL al\u0131rken, \u00fcniversite mezunu memur, \u015fube m\u00fcd\u00fcr\u00fc ve enstit\u00fc sekreteri bin 935 TL, fak\u00fclte sekreteri bin 990 TL emekli maa\u015f\u0131 almaktad\u0131r. Buna mukabil bir daire ba\u015fkan\u0131 3 bin 350 TL emekli maa\u015f\u0131 alabilmektedir. Bu ve benzeri haks\u0131zl\u0131k ve adaletsizlikler bir an \u00f6nce giderilmelidir. \u0130dari personelin sa\u011fl\u0131k durum, e\u015f durumu vb \u00f6z\u00fcr durumlar\u0131na ba\u011fl\u0131 yer de\u011fi\u015fikli\u011fi i\u015flemleri yap\u0131lamamaktad\u0131r. Yer de\u011fi\u015ftirme i\u015flemleri sadece kurumlar aras\u0131 nakil yoluyla ger\u00e7ekle\u015ftirilmektedir. Ancak nakil i\u015flemlerinde de personel \u00f6ncelikle kendisine\u00a0yer de\u011fi\u015fikli\u011fi talep edecek kurum aramak zorunda\u00a0kalmaktad\u0131r. Bu kurumu buldu\u011fu taktirde ise kendi \u00fcniversitesinden \u2019muvafakat\u2019 alma mecburiyeti bulunmaktad\u0131r.\u00a0Muvafakat i\u015flemlerinin rekt\u00f6rl\u00fcklerin keyfi ve s\u0131n\u0131rs\u0131z takdirine b\u0131rak\u0131lmas\u0131\u00a0ise uygulamada ma\u011fduriyetlere yol a\u00e7maktad\u0131r.\u00a0Bo\u015f kadro olmad\u0131\u011f\u0131 gerek\u00e7esiyle\u00a0muvafakat talepleri \u00e7o\u011fu kez reddedilmekte ve bunlarla ilgili a\u00e7\u0131lan davalar\u0131n \u00e7o\u011fu da yarg\u0131dan d\u00f6nmektedir. \u00dcniversitelerde \u00e7al\u0131\u015fan idari personelin,\u00a0\u00f6z\u00fcr durumuna ba\u011fl\u0131\u00a0olarak dahi yer de\u011fi\u015ftirme yapmalar\u0131na imkan tan\u0131yan somut kriterlerin bulunmamas\u0131\u00a0aile b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fcn par\u00e7alanmas\u0131na,\u00a0sa\u011fl\u0131kl\u0131 ya\u015fama hakk\u0131n\u0131n ihlaline\u00a0ve\u00a0personelin \u00e7al\u0131\u015fma performans ve kalitesinin d\u00fc\u015fmesine\u00a0sebep olmaktad\u0131r. \u00dcniversitelerde g\u00f6rev yapan idari personelin\u00a03 y\u0131l g\u00f6rev yapmak kayd\u0131yla di\u011fer \u00fcniversitelere ge\u00e7ebilmesi iste\u011fe ba\u011fl\u0131 ve \u00f6z\u00fcrleri varsa bu \u00f6z\u00fcrlerine binaen di\u011fer \u00fcniversitelere ge\u00e7i\u015fine imk\u00e2n sa\u011flayacak \u015fekilde\u00a0Y\u00d6K koordinat\u00f6rl\u00fc\u011f\u00fcnde bir y\u00f6netmelik \u00e7\u0131kar\u0131lmal\u0131 ve yine \u00fcniversitelerde g\u00f6rev yapan personelin\u00a0kar\u015f\u0131l\u0131kl\u0131 yer de\u011fi\u015ftirme (becayi\u015f) hakk\u0131\u00a0da bu y\u00f6netmelikte d\u00fczenlenmelidir.\u201d<\/p>\n<p>\u201cM\u00dcD\u00dcR YARDIMCILI\u011eI VE M\u00dcD\u00dcR BA\u015eYARDIMCILI\u011eI ATAMALARINDA YAZILI SINAV SONU\u00c7LARI VE PUAN \u00dcST\u00dcNL\u00dc\u011e\u00dc D\u0130KKATE ALINACAK\u201d<\/p>\n<p>\u201cOkullar\u0131m\u0131zda yap\u0131lan y\u00f6netici k\u0131y\u0131m\u0131n\u0131n e\u011fitim-\u00f6\u011fretim hayat\u0131m\u0131za olumsuz etkisi bu y\u0131l daha net olarak g\u00f6r\u00fclmektedir\u201d diyen Y\u0131lmaz, \u201cTorpilli, yanda\u015f, ehil olmayan okul y\u00f6neticileri sayesinde okullar\u0131m\u0131zda \u00e7al\u0131\u015fma bar\u0131\u015f\u0131 bozulmu\u015f, verimlilik ve kalite h\u0131zla d\u00fc\u015f\u00fc\u015f g\u00f6stermi\u015ftir. Milli E\u011fitim Bakanl\u0131\u011f\u0131 konuyla ilgili a\u00e7\u0131lan davalarda yarg\u0131 kararlar\u0131n\u0131 uygulamamakta diretmi\u015ftir. Bakanl\u0131\u011f\u0131n hukuk tan\u0131maz, ben bilirimci tavr\u0131 hak gasb\u0131n\u0131 k\u00f6r\u00fcklemi\u015f, y\u00f6netici kademelerinde adaletsizli\u011fin g\u00fc\u00e7lenmesine neden olmu\u015ftur. Ancak Bakanl\u0131k, Dan\u0131\u015ftay \u0130DDK karar\u0131n\u0131n ve kamuoyu bask\u0131s\u0131n\u0131n ard\u0131ndan y\u00f6netmelik de\u011fi\u015fikli\u011fi yaparak okul m\u00fcd\u00fcr yard\u0131mc\u0131l\u0131\u011f\u0131 ve m\u00fcd\u00fcr ba\u015fyard\u0131mc\u0131l\u0131\u011f\u0131na yap\u0131lacak atamalarda sadece yaz\u0131l\u0131 s\u0131nav\u0131 ve puan \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fc k\u0131stas olarak getirmi\u015ftir. 20 Mart 2016 tarihinde y\u00f6netici adaylar\u0131m\u0131z yaz\u0131l\u0131 s\u0131nava girecek ve ba\u015far\u0131l\u0131 olduklar\u0131 takdirde bu makamlara getirileceklerdir. Bu durumda dahi bir paralel sendika bilgi kirlili\u011fi yaratarak, s\u00f6zl\u00fc s\u0131nav\u0131n da dikkate al\u0131naca\u011f\u0131n\u0131 iddia etmektedir. Elbette bu do\u011fru de\u011fildir. \u0130nsanlar\u0131 tehditle ya da vaatlerle \u00fcye yapmak i\u00e7in s\u00f6ylenen bu koca yalana \u00f6\u011fretmenlerimiz hi\u00e7bir \u015fekilde itibar etmemelidir.\u00a0 Art\u0131k okul m\u00fcd\u00fcr yard\u0131mc\u0131l\u0131\u011f\u0131 ve m\u00fcd\u00fcr ba\u015fyard\u0131mc\u0131l\u0131\u011f\u0131nda ne yanda\u015f sendika, ne \u0130l\/\u0130l\u00e7e Milli E\u011fitim M\u00fcd\u00fcrleri ne de siyasiler etkili olacakt\u0131r. Tek k\u0131stas \u00e7al\u0131\u015f\u0131p, s\u0131nav\u0131 kazanmak olacakt\u0131r. \u015eunu da hemen belirtelim ki; sadece m\u00fcd\u00fcr yard\u0131mc\u0131l\u0131\u011f\u0131 ile m\u00fcd\u00fcr ba\u015fyard\u0131mc\u0131l\u0131\u011f\u0131nda de\u011fil, okul m\u00fcd\u00fcrl\u00fc\u011f\u00fcnde yap\u0131lacak atamalarda da m\u00fclakat kald\u0131r\u0131lmal\u0131d\u0131r. Bakanl\u0131\u011f\u0131n bu konuda da yarg\u0131 kararlar\u0131na uygun davranmas\u0131 ve eme\u011fi, al\u0131n terini merkeze almas\u0131 gerekmektedir. Yarg\u0131 kararlar\u0131 ortada iken, Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019n\u0131n bunu yok h\u00fckm\u00fcnde saymas\u0131 kabul edilemezdir\u201d ifadesini kulland\u0131.<\/p>\n<p>Hanefi Bostan s\u00f6zlerini \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p>\u201cAyr\u0131ca\u00a0T\u00fcrk E\u011fitim-Sen olarak\u00a0a\u00e7t\u0131\u011f\u0131m\u0131z davalarda, \u015fube m\u00fcd\u00fcr\u00fc atamalar\u0131n\u0131n sadece s\u00f6zl\u00fc s\u0131nav puan\u0131na g\u00f6re yap\u0131lmas\u0131na ili\u015fkin y\u00f6netmelik h\u00fck\u00fcmlerinin y\u00fcr\u00fctmesi durdurulmu\u015ftu.\u00a0 Bunun \u00fczerine, T\u00fcrk E\u011fitim Sen olarak s\u00f6zl\u00fc s\u0131nav sonu\u00e7lar\u0131na istinaden yap\u0131lan 1709 \u015fube m\u00fcd\u00fcr\u00fc atamas\u0131n\u0131n iptali istemiyle a\u00e7t\u0131\u011f\u0131m\u0131z dava ise halen devam etmektedir. Bu s\u00fcre\u00e7te, Ankara 7. \u0130dare Mahkemesi\u2019nin karar\u0131 ile s\u00f6zl\u00fc s\u0131nav puan\u0131na dayal\u0131 olarak yap\u0131lan 1709 \u015fube m\u00fcd\u00fcr\u00fc atamas\u0131n\u0131n iptaline karar verilmi\u015ftir. Bu karara ra\u011fmen Milli E\u011fitim Bakanl\u0131\u011f\u0131 1709 \u015fube m\u00fcd\u00fcr\u00fc atamas\u0131n\u0131 iptal etmemi\u015ftir. Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019na yarg\u0131 kararlar\u0131n\u0131n uygulanmas\u0131 i\u00e7in yaz\u0131 yazd\u0131k ve buradan bir kez daha sesleniyoruz: Yarg\u0131 kararlar\u0131n\u0131 g\u00f6rmezden gelmeyin. Hak, hukuk, adalet i\u00e7in s\u00f6zl\u00fc s\u0131nav puan\u0131na dayal\u0131 olarak atanan 1709 \u015fube m\u00fcd\u00fcr\u00fcn\u00fcn atama i\u015flemlerini iptal edin. Aksi takdirde Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019nda asla huzuru sa\u011flayamazs\u0131n\u0131z ve fokur fokur kaynayan infial kazan\u0131na bir odun daha atars\u0131n\u0131z.\u201d<\/p>\n<p>\u201cYETERL\u0130 \u00d6DENEK AYRILMADI\u011eI \u0130\u00c7\u0130N OKULLAR \u0130HT\u0130YA\u00c7LARINI, EKS\u0130KLER\u0130N\u0130 KAR\u015eILAYAMIYOR\u201d<\/p>\n<p>Okullar\u0131n altyap\u0131 sorunu oldu\u011funu iddia eden Bostan, \u201cBilindi\u011fi gibi okullar\u0131m\u0131z fiziki ve teknolojik alt yap\u0131 a\u00e7\u0131s\u0131ndan \u00e7ok yetersizdir. \u00d6zel okullara \u00f6\u011frenci ba\u015f\u0131na 2 bin 680 TL ila 3 bin 750 TL aras\u0131nda te\u015fvik vermek yerine bu kaynak devlet okullar\u0131na aktar\u0131lsa, devlet okullar\u0131na daha \u00e7ok \u00f6denek ayr\u0131lsa bug\u00fcn ne cam\u0131, s\u0131ras\u0131, kap\u0131s\u0131, tuvaleti, lavabosu k\u0131r\u0131k olan, k\u0131rtasiye masraflar\u0131 kar\u015f\u0131lanamayan; ne de k\u00fct\u00fcphanesi, bilgisayar\u0131 olmayan okul kal\u0131r. Okullar aras\u0131nda u\u00e7urum o kadar derindir ki, b\u00f6lgeler aras\u0131ndaki, hatta ayn\u0131 mahallenin okullar\u0131 aras\u0131ndaki farkl\u0131l\u0131klar bug\u00fcn ciddi bir sorundur. Maddi durumu iyi olan ailelerin \u00e7ocuklar\u0131n\u0131n gitti\u011fi okullar\u0131n ihtiya\u00e7lar\u0131 b\u00fcy\u00fck oranda kar\u015f\u0131lan\u0131rken, maddi durumu iyi olmayan ailelerin \u00e7ocuklar\u0131n\u0131n gitti\u011fi okullar adeta d\u00f6k\u00fclmektedir. Bu durum e\u011fitimde f\u0131rsat e\u015fitsizli\u011fini de beraberinde getirmektedir.\u00a0 Okullara yeterli \u00f6denek ayr\u0131lmad\u0131\u011f\u0131 i\u00e7in baz\u0131 okullarda hizmetli personel bile bulunmamakta, okulun temizli\u011fi \u00f6\u011fretmenlerin, idarecilerin kendi imkanlar\u0131yla yap\u0131lmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Baz\u0131 okullarda temizlik malzemesi dahi bulunmamaktad\u0131r. Dolay\u0131s\u0131yla okullar\u0131n bir k\u0131sm\u0131nda hijyen sa\u011flanamad\u0131\u011f\u0131 i\u00e7in salg\u0131n hastal\u0131klar ba\u015f g\u00f6stermektedir. \u00d6zellikle k\u0131\u015f aylar\u0131nda bula\u015f\u0131c\u0131 hastal\u0131klar\u0131n zirve yapt\u0131\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde ortaya \u00e7\u0131kan vahim tablo biz e\u011fitimcileri kayg\u0131land\u0131rmaktad\u0131r. Bakanl\u0131\u011f\u0131n okullara ba\u011f\u0131\u015f yap\u0131lmas\u0131na da izin vermedi\u011fi d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, okullar en temel ihtiya\u00e7lar\u0131n\u0131 nas\u0131l kar\u015f\u0131layacakt\u0131r? Bu konuda daha \u00f6nceleri defalarca g\u00fcndeme getirdi\u011fimiz \u015fekliyle MEB\u2019in okullar\u0131m\u0131za \u00f6\u011frenci ba\u015f\u0131na her y\u0131l 100 TL \u00f6denek vermesini teklif ediyoruz. \u015eayet bu teklif hayata ge\u00e7erse ba\u011f\u0131\u015f toplama ihtiyac\u0131 ortadan kalkarak, okular eksiklerini kar\u015f\u0131layabilecektir\u201d diye konu\u015ftu.<\/p>\n<p>Bostan, taleplerini \u015fu \u015fekilde s\u0131ralad\u0131:<\/p>\n<p>\u201c\u00d6te yandan; \u00d6\u011frenim \u00f6zr\u00fcn\u00fcn \u00f6z\u00fcr gruplar\u0131 aras\u0131nda yer almas\u0131n\u0131 istiyoruz. Bu ay i\u00e7inde \u00f6z\u00fcr grubu tayinleri yap\u0131lacakt\u0131r. Bakanl\u0131k yay\u0131nlad\u0131\u011f\u0131 duyuruda il\/il\u00e7e emri uygulamas\u0131na yer vermemi\u015ftir. Bu durumda \u00e7ok say\u0131da \u00f6\u011fretmenimiz hizmet puan\u0131 yetersizli\u011fi ya da alan\u0131nda bo\u015f kontenjan bulunmad\u0131\u011f\u0131ndan dolay\u0131 mazerete ba\u011fl\u0131 yer de\u011fi\u015fikli\u011fi yapamayacakt\u0131r. Bakanl\u0131k bu karar\u0131n\u0131 g\u00f6zden ge\u00e7irmeli, il\/il\u00e7e emri uygulamas\u0131n\u0131 mutlaka geri getirmeli, \u00f6\u011fretmenlerin aile b\u00fct\u00fcnl\u00fcklerini korumal\u0131d\u0131r. \u0130l i\u00e7inde e\u015f durumu \u00f6zr\u00fc tayini bekleyenler de zor durumdad\u0131r. Baz\u0131 il\u00e7eler aras\u0131nda 150-200 kilometre mesafe vard\u0131r, dolay\u0131s\u0131yla bu durumda olan \u00f6\u011fretmenlerimiz ya ailelerinden ayr\u0131 ya\u015famak ya da rapor almak zorunda kalmaktad\u0131r. Bakanl\u0131k bu \u00f6\u011fretmenlerin feryad\u0131n\u0131 duymak zorundad\u0131r. \u00d6\u011fretmenin mezuniyet alanlar\u0131na alan de\u011fi\u015fikli\u011fi yapmas\u0131 sa\u011flanmal\u0131d\u0131r. \u00d6\u011fretmenlerin alan\u0131yla ilgili bilgisini, becerisini \u00f6l\u00e7meye dayal\u0131 olmayan bir s\u0131navla uzman \u00f6\u011fretmenlik, ba\u015f\u00f6\u011fretmenlik gibi unvan\u0131n\u0131n verilmesine kar\u015f\u0131y\u0131z. Sendikam\u0131z\u0131n talebi; \u00f6\u011fretmenlikteki k\u0131demleri esas al\u0131nmak suretiyle bu unvanlar\u0131n verilmesidir. E\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n ekonomik kay\u0131plar\u0131 telafi edilmeli, bu insanlar hak ettikleri hayat standard\u0131na ula\u015ft\u0131r\u0131lmal\u0131d\u0131r. Ayr\u0131ca her y\u0131l e\u011fitim-\u00f6\u011fretim y\u0131l\u0131 ba\u015f\u0131nda \u00f6denen \u2019E\u011fitim-\u00d6\u011fretime Haz\u0131rl\u0131k \u00d6dene\u011fi\u2019; br\u00fct bir maa\u015f tutar\u0131nda ve hizmet s\u0131n\u0131f\u0131 ayr\u0131m\u0131 yap\u0131lmadan, Milli E\u011fitim ve \u00dcniversite personelinin tamam\u0131na \u00f6denmelidir. Bakanl\u0131k ve Y\u00d6K bu konuda ikinci yar\u0131y\u0131lda bir \u00e7al\u0131\u015fma ba\u015flatmal\u0131d\u0131r.\u00a0\u00dclkemizin birlik ve beraberli\u011fe her zamankinden \u00e7ok ihtiyac\u0131 vard\u0131r. Ter\u00f6r olaylar\u0131n\u0131n t\u0131rmand\u0131\u011f\u0131, \u015fehit haberlerinin art arda geldi\u011fi, ter\u00f6r \u00f6rg\u00fct\u00fcn\u00fcn \u015fehirlerde hendekler kazd\u0131\u011f\u0131, h\u00fccre evler olu\u015fturdu\u011fu, insanlara korku sald\u0131\u011f\u0131 bir d\u00f6nemde; ayr\u0131l\u0131k t\u00fcrk\u00fcleri s\u00f6yleyenlere inat, bir ve beraber olmam\u0131z, bayra\u011f\u0131m\u0131za, vatan\u0131m\u0131za sahip \u00e7\u0131kmam\u0131z \u00e7ok \u00f6nemlidir. Bu nedenle Eski Milli E\u011fitim Bakan\u0131 \u00d6mer Din\u00e7er d\u00f6neminde ders kitaplar\u0131n\u0131n ba\u015f sayfalar\u0131ndan \u00e7\u0131kar\u0131lan Arif Nihat Asya\u2019n\u0131n Bayrak \u015fiiri, yeniden b\u00fct\u00fcn ders kitaplar\u0131n\u0131n ba\u015f sayfalar\u0131na konulmal\u0131d\u0131r. \u00c7ocuklar\u0131m\u0131z bu \u015fiiri \u00f6\u011frenerek b\u00fcy\u00fcmeli, bayra\u011f\u0131m\u0131za sahip \u00e7\u0131kman\u0131n \u00f6nemini bir kez daha kavramal\u0131d\u0131r. Bayrak \u015fiirini bilmeden b\u00fcy\u00fcyen bir nesil \u00e7ok \u015feyi kaybetmi\u015f demektir. Bakan Avc\u0131 daha \u00f6nceden de kendisine iletti\u011fimiz bu talebi art\u0131k dikkate almal\u0131d\u0131r. Okullar\u0131m\u0131z\u00a0ter\u00f6r \u00f6rg\u00fct\u00fcn\u00fcn\u00a0hedef tahtas\u0131 haline gelmi\u015ftir. Okullara molotof kokteyli atan, okullar\u0131 kundaklayan, yak\u0131p, y\u0131kan ve \u00fcniversitelerde e\u011fitim ve \u00f6\u011fretim yap\u0131lmas\u0131n\u0131 engelleyen ter\u00f6ristler e\u011fitim-\u00f6\u011fretimi kesintiye u\u011fratmak i\u00e7in her t\u00fcrl\u00fc kirli eylemi yapmaktad\u0131r. B\u00f6lgedeki \u00e7ocuklar\u0131n okula gitmesinden rahats\u0131z olan ter\u00f6ristler, ailelere \u00e7ocuklar\u0131n\u0131 okula g\u00f6ndermemeleri i\u00e7in bask\u0131 da yapmaktad\u0131r. \u00d6te yandan\u00a0devletimizin baz\u0131 ter\u00f6r b\u00f6lgelerinde \u00f6\u011fretmenlerimizin ve \u00f6\u011frencilerimizin can g\u00fcvenli\u011fine y\u00f6nelik ald\u0131\u011f\u0131 tedbirleri do\u011fru buluyor ve destekliyoruz. Hi\u00e7bir ter\u00f6rist eylem; \u00fclkemizin birlik ve beraberli\u011fine darbe indiremeyecek, \u00e7ocuklar\u0131m\u0131z\u0131n e\u011fitim almas\u0131na, ilim, irfan sahibi olmas\u0131na engel olamayacakt\u0131r. \u015eunu da belirtelim ki; e\u011fitim-\u00f6\u011fretime ara verilen yerlerde can g\u00fcvenli\u011finin sa\u011flanmas\u0131n\u0131n ard\u0131ndan ivedilikle telafi e\u011fitimlerine ba\u015flanmal\u0131d\u0131r.
