Do\u00e7. Dr. M. Hanefi Bostan, yapt\u0131\u011f\u0131 yaz\u0131l\u0131 a\u00e7\u0131klamada, &#8220;\u00dcniversitelerde 2015-2016 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131n\u0131n ilk yar\u0131y\u0131l\u0131 sorunlarla sona eriyor.\u00a0Y\u00d6K Ba\u015fkan\u0131n\u0131n ve \u00fcniversite rekt\u00f6rlerinin\u00a0bu sorunlar\u0131n \u00e7\u00f6z\u00fclmesi i\u00e7in yo\u011fun \u00e7aba sarf etmesi gerekiyor\u201d dedi. Bostan, \u00e7\u00f6z\u00fclmesi gereken sorunlar\u0131 \u015f\u00f6yle s\u0131ralad\u0131:<\/p>\n<p>\u201c- Kadro sorunu:\u00a0\u00dcniversitelerimizde kadro olmad\u0131\u011f\u0131, ya da Y\u00d6K\u2019\u00fcn kadro izni vermedi\u011fi gerek\u00e7esiyle hak ettikleri halde binlerce akademisyen yard\u0131mc\u0131 do\u00e7ent, do\u00e7ent ve profes\u00f6rl\u00fck kadrolar\u0131na atanamamaktad\u0131r. 4-5 y\u0131ldan beri kadro bekleyen \u00e7ok say\u0131da akademisyen bulunmaktad\u0131r. \u00d6\u011fretim elemanlar\u0131 hak ettikleri kadroya atanmad\u0131klar\u0131 i\u00e7in b\u00fcy\u00fck \u00e7apta maddi kaypa u\u011frat\u0131lmaktad\u0131r. Ancak di\u011fer taraftan rekt\u00f6rlerin e\u015f-dost ve ahbaplar\u0131n\u0131n, zaman\u0131 gelmeden kadrolar\u0131 haz\u0131rlanmaktad\u0131r. Bu ve benzeri adaletsizliklere son verilmeli, hak gasplar\u0131 sona erdirilmelidir. Y\u00d6K\u2019\u00fcn \u00d6YP sistemi ile\u00a0ara\u015ft\u0131rma g\u00f6revlisi\u00a0almas\u0131 ve bu ara\u015ft\u0131rma g\u00f6revlilerinin tamam\u0131na yak\u0131n\u0131n\u0131 yeni kurulan \u00fcniversiteler i\u00e7in istihdam etmesi,\u00a0k\u00f6kl\u00fc \u00fcniversitelerin ara\u015ft\u0131rma g\u00f6revlisiz kalmas\u0131na neden olmaktad\u0131r.\u00a0Bir b\u00f6l\u00fcm\u00fcn ve ana bilim dal\u0131n\u0131n sa\u011fl\u0131kl\u0131 geli\u015fmesi ve y\u00fcr\u00fct\u00fclebilmesi i\u00e7in\u00a0en az \u00f6\u011fretim \u00fcyelerinin \u00fc\u00e7te biri oran\u0131nda ara\u015ft\u0131rma g\u00f6revlisi istihdam etmesi\u00a0gereklidir. \u0130deal rakam ise\u00a0\u00fc\u00e7te ikidir. Ancak bug\u00fcn \u00fcniversitelerimizin bir\u00e7ok b\u00f6l\u00fcm\u00fcnde bir ya da hi\u00e7 ara\u015ft\u0131rma g\u00f6revlisi bulunmamaktad\u0131r. Bu kabul edilebilir bir uygulama de\u011fildir.\u00a0Bu nedenle ana bilim dallar\u0131n\u0131n ve stratejik \u00f6neme sahip b\u00f6l\u00fcmlerin ara\u015ft\u0131rma g\u00f6revlisi ihtiyac\u0131n\u0131n acilen kar\u015f\u0131lanmas\u0131n\u0131 i\u00e7in kadro tahsisi gerekmektedir.<\/p>\n<p>&#8211; \u0130dari personelin y\u00fckselme sorunu:\u00a0\u00dcniversitelerde keyfi olarak idari personelin g\u00f6revde y\u00fckselme ve unvan de\u011fi\u015fikli\u011fi s\u0131nav\u0131 yap\u0131lmad\u0131\u011f\u0131ndan veya s\u0131nav yap\u0131ld\u0131\u011f\u0131 halde bo\u015f kadrolar\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011fu ilan edilmedi\u011finden memurlar b\u00fcy\u00fck hak kay\u0131plar\u0131na maruz kalmaktad\u0131r. Yada\u00a0hukuk dolanarak hak etmeyenler \u015fube m\u00fcd\u00fcr\u00fc, fak\u00fclte sekreteri ve daire ba\u015fkan\u0131 yap\u0131lmaktad\u0131r. Bu durum \u00fcniversitelerde b\u00fcy\u00fck huzursuzlu\u011fa neden olmaktad\u0131r. \u00dcniversite idari personeline yap\u0131lan bu sayg\u0131s\u0131zl\u0131\u011f\u0131n ve haklar\u0131n\u0131n hak etmeyenlere pe\u015fke\u015f \u00e7ekilmesinin \u00f6n\u00fcne bir an \u00f6nce ge\u00e7ilmelidir.\u00a0\u00dcniversiteler, hizmetli kadrolar\u0131nda \u00fcniversite mezunlar\u0131n\u0131 \u00e7al\u0131\u015ft\u0131rma ay\u0131b\u0131ndan kurtar\u0131lmal\u0131d\u0131r.<\/p>\n<p>&#8211; Maa\u015f dengesizli\u011fi ve ek g\u00f6sterge sorunu:\u00a0\u00dcniversitelerde \u00e7al\u0131\u015fan akademik ve idari personelin \u00f6nemli sorunlar\u0131ndan biri de maa\u015f dengesizli\u011fi ve ek g\u00f6sterge sorunudur. Y\u0131llardan beri \u00fcniversite \u00e7al\u0131\u015fanlar\u0131n\u0131n s\u00f6z konusu ma\u011fduriyetleri bir t\u00fcrl\u00fc giderilmemi\u015f ve aksine adaletsizlikler artarak devam etmi\u015ftir. Nitekim\u00a0akademisyenlere yap\u0131lan maa\u015f art\u0131\u015flar\u0131nda denge yard\u0131mc\u0131 do\u00e7ent, \u00f6\u011fretim g\u00f6revlisi ve okutmanlar\u0131n aleyhine bozulmu\u015ftur. 1\/4\u2019\u00fcnde bulunan 31 y\u0131ll\u0131k bir yard\u0131mc\u0131 do\u00e7ent son zamlarla birlikte 4 bin 186 TL maa\u015f al\u0131rken,\u00a07\/1\u2019deki ara\u015ft\u0131rma g\u00f6revlisi 4 bin 40 TL almaktad\u0131r. Yine yard\u0131mc\u0131 do\u00e7entler emekli olurken ara\u015ft\u0131rma g\u00f6revlileriyle ayn\u0131 emekli maa\u015f\u0131 ve ikramiye almaktad\u0131r. 1982 y\u0131l\u0131nda bir yard\u0131mc\u0131 do\u00e7ent, profes\u00f6r maa\u015f\u0131n\u0131n y\u00fczde 81.30\u2019u oran\u0131nda bir maa\u015f al\u0131rken bug\u00fcn bu oran\u00a0y\u00fczde 61\u2019e d\u00fc\u015fm\u00fc\u015ft\u00fcr. Yard\u0131mc\u0131 do\u00e7entlerin maruz kald\u0131\u011f\u0131 haks\u0131zl\u0131k emekli maa\u015flar\u0131nda doru\u011fa t\u0131rmanm\u0131\u015ft\u0131r. Nitekim profes\u00f6rlerin emekli maa\u015f\u0131 4 bin 890 TL iken, yard\u0131mc\u0131 do\u00e7entlerin emekli maa\u015f\u0131 2 bin 427 TL\u2019dir\u00a0(y\u00fczde 49.63). Yani yard\u0131mc\u0131 do\u00e7entlerin emekli maa\u015f\u0131, profes\u00f6rlerin emekli maa\u015f\u0131n\u0131n yar\u0131s\u0131 kadar bile de\u011fildir. Bu maa\u015f dengesizliklerinin kabul edilebilir bir yan\u0131 bulunmamaktad\u0131r. Ayn\u0131 adaletsiz uygulamalar\u00a0\u00fcniversite idari personeli\u00a0aras\u0131nda da ya\u015fanmaktad\u0131r. Emekli olan bir\u00a0hizmetli  bin 585 TL al\u0131rken,\u00fcniversite mezunu memur, \u015fube m\u00fcd\u00fcr\u00fc ve enstit\u00fc sekreteri bin 935 TL, fak\u00fclte sekreteri bin 990 TL emekli maa\u015f\u0131 almaktad\u0131r.\u00a0Buna mukabil bir daire ba\u015fkan\u0131 3 bin 350 TL emekli maa\u015f\u0131 alabilmektedir.\u00a0Bu ve benzeri haks\u0131zl\u0131k ve adaletsizlikler bir an \u00f6nce giderilmelidir.\u201d<\/p>\n<p>\u201cAC\u0130L EYLEM PLANI\u00a0ORTAYA KOYULMALI\u201d<\/p>\n<p>\u0130dari personelin tayin ve nakil sorunu oldu\u011funu da iddia eden Hanefi Bostan, \u201c\u00dcniversitelerdeki idari personelin\u00a0sa\u011fl\u0131k durumu, e\u015f durumu v.b. \u00f6z\u00fcr durumlar\u0131na ba\u011fl\u0131 yer de\u011fi\u015fikli\u011fi i\u015flemleri yap\u0131lamamaktad\u0131r. Yer de\u011fi\u015ftirme i\u015flemleri sadece kurumlar aras\u0131 nakil yoluyla ger\u00e7ekle\u015ftirilmektedir. Ancak nakil i\u015flemlerinde de personel \u00f6ncelikle kendisine\u00a0yer de\u011fi\u015fikli\u011fi talep edecek kurum aramak zorunda\u00a0kalmaktad\u0131r. Bu kurumu buldu\u011fu taktirde ise kendi \u00fcniversitesinden \u2019muvafakat\u2019 alma mecburiyeti bulunmaktad\u0131r. Muvafakat i\u015flemlerinin rekt\u00f6rl\u00fcklerin keyfi ve s\u0131n\u0131rs\u0131z takdirine b\u0131rak\u0131lmas\u0131\u00a0ise uygulamada ma\u011fduriyetlere yol a\u00e7maktad\u0131r. Bo\u015f kadro olmad\u0131\u011f\u0131 gerek\u00e7esiyle\u00a0muvafakat talepleri \u00e7o\u011fu kez reddedilmekte ve bunlarla ilgili a\u00e7\u0131lan davalar\u0131n \u00e7o\u011fu da yarg\u0131dan d\u00f6nmektedir. \u00dcniversitelerde \u00e7al\u0131\u015fan idari personelin,\u00a0\u00f6z\u00fcr durumuna ba\u011fl\u0131\u00a0olarak dahi yer de\u011fi\u015ftirme yapmalar\u0131na imkan tan\u0131yan somut kriterlerin bulunmamas\u0131\u00a0aile b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fcn par\u00e7alanmas\u0131na,\u00a0sa\u011fl\u0131kl\u0131 ya\u015fama hakk\u0131n\u0131n ihlaline\u00a0ve\u00a0personelin \u00e7al\u0131\u015fma performans ve kalitesinin d\u00fc\u015fmesine\u00a0sebep olmaktad\u0131r. \u00dcniversitelerde g\u00f6rev yapan idari personelin\u00a03 y\u0131l g\u00f6rev yapmak kayd\u0131yla di\u011fer \u00fcniversitelere ge\u00e7ebilmesi iste\u011fe ba\u011fl\u0131 ve \u00f6z\u00fcrleri varsa bu \u00f6z\u00fcrlerine binaen di\u011fer \u00fcniversitelere ge\u00e7i\u015fine imkan sa\u011flayacak \u015fekilde\u00a0Y\u00d6K koordinat\u00f6rl\u00fc\u011f\u00fcnde bir y\u00f6netmelik \u00e7\u0131kar\u0131lmal\u0131 ve yine \u00fcniversitelerde g\u00f6rev yapan personelin\u00a0kar\u015f\u0131l\u0131kl\u0131 yer de\u011fi\u015ftirme (becayi\u015f) hakk\u0131\u00a0da bu y\u00f6netmelikte d\u00fczenlenmelidir. Y\u00d6K Ba\u015fkan\u0131 ve \u00fcniversite rekt\u00f6rleri s\u00f6z konusu sorunlar\u0131n bir an \u00f6nce \u00e7\u00f6z\u00fclmesi i\u00e7in\u00a0acil eylem plan\u0131\u00a0ortaya koymalar\u0131 gerekmektedir.\u00a0Bu sorunlar \u00e7\u00f6z\u00fclmeden \u00fcniversitelerde huzurun sa\u011flanamayaca\u011f\u0131 ak\u0131ldan \u00e7\u0131kar\u0131lmamal\u0131d\u0131r\u201d ifadesini kulland\u0131.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>T\u00dcRK E\u011e\u0130T\u0130M-SEN \u0130STANBUL \u0130L BA\u015eKANI YRD.
