S\u00f6zle\u015fmeli personelin kadroya ge\u00e7irilmesi ile, Ba\u015fbakanl\u0131k ve TRT gibi te\u015fkilat kanununa dayal\u0131 s\u00f6zle\u015fmeli \u00e7al\u0131\u015ft\u0131ran kurumlarda s\u00f6zle\u015fmeliler kadroya al\u0131nacak. S\u00f6zle\u015fmeli personel uygulamas\u0131 sona erecek. Mahalli idarelerde g\u00f6rev yapan t\u00fcm s\u00f6zle\u015fmeliler de kadroya ge\u00e7irilecek. Ayr\u0131ca belediyelerde \u00e7al\u0131\u015fan ge\u00e7ici i\u015f\u00e7ilerin de kadroya ge\u00e7irilmesi g\u00fcndemde. K\u0130T&#8217;lerde \u00e7al\u0131\u015fan \u00fcniversite mezunu i\u015f\u00e7ilerden isteyenler memur kadrosuna ge\u00e7ebilecek. \u00d6zelle\u015ftirme ma\u011fduru olarak bilinen 4\/C&#8217;liler de kadroya ge\u00e7irilecek.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>2)MEMURLARA B\u0130R DERECE VER\u0130L\u0130YOR<br \/>\n<\/strong>15 Ocak 2005&#8217;ten sonra g\u00f6reve ba\u015flayan memurlara bir derece verilecek. 5289 say\u0131l\u0131 Memurlar ve Di\u011fer Kamu G\u00f6revlilerine Bir Derece Verilmesi Hakk\u0131nda Kanun ile, 15 Ocak 2005 tarihinde g\u00f6revde bulunan memurlara bir derece verilmi\u015fti. 15 Ocak 2005&#8217;ten sonra g\u00f6reve ba\u015flayan memurlar ile bu tarihten \u00f6nce g\u00f6revde bulunan memurlar aras\u0131nda ortaya \u00e7\u0131kan derece haks\u0131zl\u0131\u011f\u0131 gideriliyor. Getirilen d\u00fczenleme ile Devlet Memurlar\u0131 Kanunu&#8217;nda yer alan memurlar\u0131n g\u00f6reve ba\u015flang\u0131\u00e7 derece ve kademelerine birer derece ilave edilecek. G\u00f6revde bulunup da bir derece ilavesinden yararlanamayan memurlara bir derece verilmesi d\u00fczenlenerek, y\u0131llard\u0131r kangren olan sorun \u00e7\u00f6z\u00fcme kavu\u015facak.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3)D\u0130S\u0130PL\u0130N CEZALARINA AF<br \/>\n<\/strong>Memurlara disiplin aff\u0131 geliyor. Yeni getirilecek d\u00fczenleme ile 14 \u015eubat 2005 tarihinden itibaren i\u015flenmi\u015f fiillerden dolay\u0131 verilmi\u015f disiplin cezalar\u0131 affedilecek.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>4) \u0130K\u0130 YILDA UZMANLIK<br \/>\n<\/strong>Halen, Hazine, planlama ve Ba\u015fbakanl\u0131k gibi kurumlara, uzman yard\u0131mc\u0131s\u0131 olarak atand\u0131ktan sonra 3 y\u0131l sonunda haz\u0131rlad\u0131\u011f\u0131 tezlerde ba\u015far\u0131lan olanlar, yeterlik s\u0131nav\u0131na girerek uzman kadrolar\u0131na atan\u0131labiliyor. Uzmanl\u0131\u011fa atama s\u00fcresi 2 y\u0131la indiriliyor.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>5) TA\u015eERON \u0130\u015e\u00c7\u0130S\u0130NE TAZM\u0130NAT VE YILLIK \u0130Z\u0130N<br \/>\n<\/strong>K\u0131dem tazminat\u0131 ve y\u0131ll\u0131k izin konusunda \u015fikayetleri olan ta\u015feron i\u015f\u00e7ilerinin y\u00fcz\u00fc g\u00fclecek. Kamu kurum ve kurulu\u015flar\u0131nda alt i\u015fverenlerin yan\u0131nda \u00e7al\u0131\u015fan i\u015f\u00e7ilerin k\u0131dem tazminatlar\u0131, kamu kurum ve kuru\u015flar\u0131nda ge\u00e7en hizmet s\u00fcresi esas al\u0131narak, son \u00e7al\u0131\u015ft\u0131\u011f\u0131 kurum ve kurulu\u015f taraf\u0131ndan \u00f6denecek.
