Bu yaran\u0131n daha da b\u00fcy\u00fcmemesi i\u00e7in ve kay\u0131t d\u0131\u015f\u0131 istihdam sorununun \u00e7\u00f6z\u00fclmesi i\u00e7in en k\u0131sa zamanda ilgili kurumlar taraf\u0131ndan daha radikal tedbirler al\u0131nmal\u0131, konuyla ilgili vatanda\u015flar\u0131m\u0131zda \u00fczerine d\u00fc\u015feni yapma konusunda gerekli kararl\u0131l\u0131k ve titizli\u011fi g\u00f6stermelidir. Aksi durumda kay\u0131ts\u0131z \u00e7al\u0131\u015fan vatanda\u015flar\u0131m\u0131z\u0131n sigortas\u0131z \u00e7al\u0131\u015ft\u0131\u011f\u0131 i\u00e7in, sa\u011fl\u0131k ve emeklilik g\u00fcvencesi olmayacak ve de d\u00fcr\u00fcst \u00e7al\u0131\u015fan i\u015fletmelerin de aleyhine olu\u015fan haks\u0131z rekabet g\u00fcnden g\u00fcne b\u00fcy\u00fcyerek ve piyasa d\u00fczeninin daha karma\u015f\u0131k bir hal almas\u0131na sebep olunacakt\u0131r\u201d dedi.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<br \/>\n\u00dclke genelinde toplam \u00e7al\u0131\u015fan say\u0131s\u0131n\u0131n 20 milyonun \u00fczerinde oldu\u011funu belirten Karada\u011f, &#8216;Uzmanlara g\u00f6re bu say\u0131n\u0131n yar\u0131s\u0131ndan fazla k\u0131sm\u0131n\u0131 yani 11 milyon civar\u0131nda bir rakam\u0131 kay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015fan olu\u015fturmaktad\u0131r. Kay\u0131t d\u0131\u015f\u0131 istihdam\u0131n bu kadar y\u00fcksek rakamlarda seyretmesi ve kay\u0131t d\u0131\u015f\u0131n\u0131n engellenememesi d\u00fc\u015f\u00fcnd\u00fcr\u00fcc\u00fcd\u00fcr. Engellenmeyen kay\u0131t d\u0131\u015f\u0131 istihdam hem ekonomiye b\u00fcy\u00fck zarar vermekte hem de d\u00fcr\u00fcst \u00e7al\u0131\u015fan i\u015fletmelerin vergi y\u00fck\u00fc ve prim y\u00fck\u00fc art\u0131rarak onlar\u0131 dar bo\u011faza s\u00fcr\u00fcklemektedir. T\u00fcm bunlarla birlikte sigortas\u0131z ve kay\u0131t d\u0131\u015f\u0131 i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131n\u0131n engellenememesi ve haks\u0131z rekabete son verilememesi k\u00f6t\u00fc \u00f6rnek olu\u015fturdu\u011fundan t\u00fcm y\u00fck\u00fcml\u00fcl\u00fcklerini yerine getiren kay\u0131tl\u0131 i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran \u015firketleri de haks\u0131z rekabetten dolay\u0131 kay\u0131t d\u0131\u015f\u0131na zorlamaktad\u0131r\u201d dedi.<br \/>\nEkonomist Ayten Karada\u011f, kay\u0131t d\u0131\u015f\u0131 i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131rarak k\u0131sa vadede y\u00fcksek kazan\u00e7 elde etmek isteyen i\u015fletmelerin, t\u00fcm sorumluluklar\u0131n\u0131 yerine getiren \u015firketlere oranla daha az vergi ve prim \u00f6dedikleri i\u00e7in rekabet \u00fcst\u00fcnl\u00fc\u011f\u00fcne sahip oldu\u011funu ifade ederek, \u201cKay\u0131t d\u0131\u015f\u0131 i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran bir firma d\u00fczeni bozdu\u011fu gibi, ekonomiye b\u00fcy\u00fck zarar verdi\u011fi gibi di\u011fer taraftan da \u00e7al\u0131\u015ft\u0131rd\u0131\u011f\u0131 i\u015f\u00e7isinin sa\u011fl\u0131k ve emeklilik hakk\u0131n\u0131 gasp etmektedir. Ayr\u0131ca kay\u0131t d\u0131\u015f\u0131 istihdam ile \u00fcretilen mal ve hizmetin nitelik ve nicelik bak\u0131m\u0131ndan \u00e7ok d\u00fc\u015f\u00fck standartta yer almaktad\u0131r\u201d dedi.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<br \/>\n\u201cKay\u0131t d\u0131\u015f\u0131 istihdam\u0131n \u00f6nlenmesi i\u00e7in kararl\u0131 ve tavizsiz bir siyasi iradeye ihtiya\u00e7 vard\u0131r\u201d diyen Karada\u011f, \u201cSiyasi irade kay\u0131t d\u0131\u015f\u0131 istihdamla m\u00fccadele i\u00e7in \u00f6ng\u00f6r\u00fclen uygulamalar\u0131n arkas\u0131nda durmad\u0131\u011f\u0131 s\u00fcrece bu sorunun ortadan kalkmas\u0131 imkans\u0131zd\u0131r. Bug\u00fcne kadar kay\u0131td\u0131\u015f\u0131 ekonomiyi ve kay\u0131td\u0131\u015f\u0131 istihdam\u0131 \u00f6nlemeye y\u00f6nelik al\u0131nan tedbirlerin, soruna \u00e7\u00f6z\u00fcm getirememi\u015f olmas\u0131n\u0131n da sebebi budur. Kay\u0131td\u0131\u015f\u0131 ekonomi ve kay\u0131td\u0131\u015f\u0131 istihdam gibi k\u00f6kl\u00fc bir sorunla, ancak onu yaratan temel fakt\u00f6rlere y\u00f6nelik tedbirler al\u0131narak ve de vatanda\u015flarla yap\u0131lan i\u015fbirli\u011fi ile m\u00fccadele edilebilir\u201d dedi.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<br \/>\nKay\u0131t d\u0131\u015f\u0131 sorununun \u00e7\u00f6z\u00fcm\u00fcnde yasal ve idari d\u00fczenlemelerle birlikte vatanda\u015flarda konuyla ilgili bilincinin olu\u015fmas\u0131n\u0131n \u00f6nemine dikkat \u00e7eken Karada\u011f, kay\u0131t d\u0131\u015f\u0131 istihdamla m\u00fccadelede al\u0131nacak tedbirleri de \u015f\u00f6yle s\u0131ralad\u0131:<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<br \/>\nT\u00fcrkiye\u2019de mevcut olan i\u015fsizlik sigortas\u0131 daha etkin ve kapsaml\u0131 bir hale d\u00f6n\u00fc\u015ft\u00fcr\u00fclmelidir.<br \/>\nHem i\u015fverenin hem de i\u015f\u00e7inin kay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015fmaya y\u00f6nelmesini ve \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131n\u0131 \u00f6nlemek i\u00e7in y\u00fcr\u00fcrl\u00fckteki i\u015f kanunun yerine uluslararas\u0131 normlarda bir i\u015f kanunu ve g\u00fcvencesi geli\u015ftirilmelidir. Kay\u0131t d\u0131\u015f\u0131 istihdam\u0131n azalt\u0131lmas\u0131nda te\u015fvik edici uygulamalara a\u011f\u0131rl\u0131k verilmelidir. \u0130\u015fg\u00fcc\u00fc piyasas\u0131ndaki geli\u015fmeler an ve an izlenip sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcne dair politikalar g\u00fcncelle\u015ftirilmeli ve de i\u015fg\u00fcc\u00fc piyasas\u0131na ili\u015fkin sorunlar kal\u0131c\u0131 projeler dahilinde \u00e7\u00f6z\u00fclmelidir. Kamu a\u00e7\u0131klar\u0131n\u0131n kontrol alt\u0131na al\u0131nmal\u0131d\u0131r. Vergi indirimleri yap\u0131lmal\u0131d\u0131r. Kamu kurulu\u015flar\u0131 aras\u0131nda gerekli e\u015fg\u00fcd\u00fcm\u00fcn sa\u011flanarak i\u015fbirli\u011finin art\u0131r\u0131lmal\u0131d\u0131r. Yap\u0131lacak t\u00fcm iyile\u015ftirmelere ra\u011fmen yine de kay\u0131t d\u0131\u015f\u0131 istihdam yapt\u0131\u011f\u0131 tespit edilen i\u015fverenlere verilecek cezalar daha da a\u011f\u0131rla\u015ft\u0131r\u0131lmal\u0131d\u0131r. Kay\u0131t d\u0131\u015f\u0131 istihdam\u0131n \u00e7al\u0131\u015fana kaybettirdikleri konusunda \u00e7al\u0131\u015fanlar\u0131 bilin\u00e7lendirme faaliyetlerine \u00f6nem verilmelidir. \u0130stihdam art\u0131\u015f\u0131n\u0131 sa\u011flayabilmek i\u00e7in \u00f6ncelikle i\u015fg\u00fcc\u00fc maliyetlerinde bir d\u00fczenleme yap\u0131lmal\u0131d\u0131r. Gelir vergisi, SSK vb. prim \u00f6demeleri, k\u0131dem tazminat\u0131 gibi i\u015fveren \u00fczerinde b\u00fcy\u00fck bask\u0131 olu\u015fturan maliyetler makul seviyelere \u00e7ekilmelidir.
