D\u00fczenlemeye g\u00f6re KPSS\u2019den sonra memurlar bir s\u00fcre \u2018aday\u2019 stat\u00fcs\u00fcnde \u00e7al\u0131\u015facak sonra yeterlilik s\u0131nav\u0131na girecek.<\/p>\n<div id=\"news_content\">\n<div>\u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131, \u2018k\u0131dem tazminat\u0131\u2019, \u2018intibak\u2019 ve \u2018ta\u015feron i\u015f\u00e7ilerle\u2019 ilgili d\u00fczenlemenin ard\u0131ndan, \u2018kamu personel reformu\u2019 i\u00e7in de d\u00fc\u011fmeye bast\u0131.<\/div>\n<div><\/div>\n<div><\/div>\n<p>Star Gazetesi&#8217;nin haberine g\u00f6re, 47 y\u0131ll\u0131k Devlet Memurlar\u0131 Kanunu\u2019nda de\u011fi\u015fiklik yapmak i\u00e7in \u00e7al\u0131\u015fma ba\u015flatan bakanl\u0131k, kamu g\u00f6revlileri aras\u0131ndaki \u00fccret dengesizli\u011fini gidermeyi, \u00e7al\u0131\u015fan memurun \u00f6d\u00fcllendirilmesini, \u00e7al\u0131\u015fmayan memurlara yapt\u0131r\u0131m uygulanmas\u0131n\u0131 planl\u0131yor. Reform kapsam\u0131nda en b\u00fcy\u00fck de\u011fi\u015fiklik ise Kamu Personel Se\u00e7me S\u0131nav\u0131\u2019nda (KPSS) ya\u015fanacak. Buna g\u00f6re KPSS\u2019den sonra ikinci bir s\u0131nav daha yap\u0131lacak.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Reform \u00e7er\u00e7evesinde, kamu g\u00f6revlilerinin \u00f6zl\u00fck ve sosyal haklar\u0131 ile ilgili \u00f6n \u00e7al\u0131\u015fma yap\u0131ld\u0131. \u00c7al\u0131\u015fmada kamu g\u00f6revlilerinin haklar\u0131n\u0131n 5 ayr\u0131 kanun ile d\u00fczenlendi\u011fi belirlendi. Yine ayn\u0131 \u00e7al\u0131\u015fmada kamu g\u00f6revlilerinin 50 \u00e7e\u015fit \u00fccret ald\u0131\u011f\u0131, ayn\u0131 stat\u00fcde olan ve ayn\u0131 i\u015fi yapan personel aras\u0131nda ciddi \u00fccret farkl\u0131l\u0131klar\u0131 oldu\u011fu saptand\u0131. \u00d6rne\u011fin, kadrolu m\u00fchendis ile s\u00f6zle\u015fmeli m\u00fchendis, kadrolu i\u015f\u00e7i ile s\u00f6zle\u015fmeli i\u015f\u00e7i aras\u0131nda bin ile bin 500 lira aras\u0131nda \u00fccret farkl\u0131l\u0131klar\u0131 oldu\u011fu tespit edildi. Ayr\u0131ca yine kamu g\u00f6revlilerinin, izin, k\u0131dem tazminat\u0131, prim gibi bir \u00e7ok sosyal hakk\u0131nda da b\u00fcy\u00fck u\u00e7urumlar oldu\u011fu saptand\u0131. Kamu personel reformu ile t\u00fcm bu farkl\u0131l\u0131klar\u0131n ortadan kald\u0131r\u0131lmas\u0131 ama\u00e7lan\u0131yor.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>MEMURLU\u011eA G\u0130R\u0130\u015e ZORLA\u015eIYOR<br \/>\n<\/strong>Kamu personel reformu \u00e7er\u00e7evesinde y\u00fcr\u00fct\u00fclen \u00e7al\u0131\u015fmalar hen\u00fcz taslak a\u015famas\u0131na dahi gelmedi. Ancak \u00e7al\u0131\u015fmalar\u0131n gelecek y\u0131l i\u00e7inde tamamlanarak, memur sendikalar\u0131 ile masaya yat\u0131r\u0131lmas\u0131 ama\u00e7lan\u0131yor. Bu \u00e7er\u00e7evede, memurlarla ilgili yap\u0131lmas\u0131 planlanan d\u00fczenlemelerin baz\u0131lar\u0131 \u015f\u00f6yle:<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>8Kamu g\u00f6revlilerinin \u00f6zl\u00fck ve sosyal haklar\u0131 tek bir kanunda toplanacak. Her meslek grubunun ayr\u0131 ayr\u0131 d\u00fczenlemesi olmayacak.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>8Devlet memurlu\u011fundaki \u2018\u00f6m\u00fcr boyu i\u015f garantisi\u2019 anlay\u0131\u015f\u0131na son verilecek. Kamu g\u00f6revlileri i\u00e7in k\u0131smen uygulanan, \u2018\u00f6d\u00fcl ve prim\u2019 sistemi, sistematik yap\u0131ya d\u00f6n\u00fc\u015ft\u00fcr\u00fclecek. Ayr\u0131ca, \u00e7al\u0131\u015fmayan memurlara da yapt\u0131r\u0131m uygulanmas\u0131n\u0131n \u00f6n\u00fc a\u00e7\u0131lacak.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>8Memurlu\u011fa girmek zorla\u015facak. KPSS\u2019den yeterli puan alan memurlar belirli s\u00fcre aday memur stat\u00fcs\u00fcnde \u00e7al\u0131\u015ft\u0131r\u0131lacak. Adayl\u0131k s\u00fcresinin ard\u0131ndan ise yeterlilik s\u0131nav\u0131na tabi tutulacak.
